A spokesperson for the Roads and Maritime Services said vegetation, including poplars and spotted gums, had been cleared in a 2 kilometre long swathe along the roadside.
This was done to allow for widening of the highway and road shoulders, to minimise rock falls and widen the road.
Traffic stopped at the lights sometimes forms a jam extending all the way south into the town of Bodalla, and several hundred meters long in the other direction.
These long lines of traffic do not make it through the lights in one go, which means that individuals may be delayed up to half an hour by the roadworks.
Further delays are sometimes experience when traffic is stopped in both directions while trucks move about in the roadworks.
In frustration, some car and truck drivers have been seen to run the red light and proceed through the roadworks.
The RMS spokesperson said this was extremely dangerous as drivers risk head-on collision with traffic, and collision with road maintenance trucks.
Drivers are warned that traffic lights and speed limits at roadworks are enforceable by law.
