About 55 people gathered outside the council chambers to present a petition against the proposed sale of guns at the next HuntFest in Narooma.
Protesters said they had gathered 40,000 signatures internationally against the proposal.
Their petition was handed to The Greens Councillor Gabi Harding at about 3.15pm.
Carrying placards and banners, the group chanted "stop arms fairs" and "we don't want guns".
They later filled the chamber during a public forum of non-agenda items, leaving standing room only.
The Greens Councillor Gabi Harding formally presented the petition at the ordinary council meeting, although HuntFest was not on the agenda.
Councillors Peter Schwarz and Fergus Thomson were absent.
