The Lions were smarting from a 98-point loss to Merimbula in round one, and came against a Pambula side fresh off a 21-point victory over Tathra.
The two sides traded blows in a high-scoring first quarter, as the two sides combined for 10 goals.
Narooma kicked the only behind of the quarter, but it was enough for them to hold a one-point lead at quarter time.
The second quarter was more of the same for the Lions, as they jumped out to a 10-point lead thanks to a five-goals-to-three quarter.
Pambula let themselves down with inaccuracy, as they kicked three behinds that would have seen them in the lead if converted.
The second half brought a tighter brand of football, as both sides struggled to score.
Narooma managed to extend its lead out to 17 points at three-quarter time, setting themselves up well for a first win.
However, they were made to work hard for their victory, as Pambula started putting the Lions under scoreboard pressure.
Narooma didn't do itself any favours through inaccurate kicking, as their fourth-quarters core of 1.5 helped keep Pambula in the game.
Thankfully for coach Jason Sauiluma and the players, the full-time siren sounded with Narooma winning 13.9 (87) to 13.7 (85).
The win proves there is still a lot of work to do for the Lions if they want to repeat as premiers in 2019.
Michael Talbott was Narooma's main threat in front of goal with four majors, while Jordan Lang chipped in with two.
Pambula's Jonathan Di-Donato kicked a bag of five goals, while Corey Tucker and Tom Ferguson both kicked a pair.
