The police said the CCTV was not great quality, but they were hoping someone may recognise the dark colored sedan or know the driver.
"This was an extremely cowardly act, after hitting the male, the vehicle failed to stop and render assistance and continued to travel in a southerly direction along the Princes Hwy," Police said.
"The male pedestrian was transported to Canberra Hospital where he remained in a serious but stable condition with a fractured skull, bleeding of the brain and significant abdominal abrasions."
Police said three people had stopped and rendered first aid before emergency services arrived.
Anyone with information is asked to contact Batemans Bay Police station on 4472 0099 or Crime Stoppers on 1800 333 000 and quote E71358752. Any information will be treated as confidential.
