School of Arts President Jenni Bourke said lodging the DA was the culmination of about 10 years' concerted effort by the Narooma community and the School of Arts' architect ClarkeKeller to get to this stage.
"Local artists and arts practitioners have been closely involved in the design from day one," she said.
"Our aim is to build a highly functional and eco-friendly facility that can be adapted to changing community needs well into the future.
"It will be owned by the Narooma community and will be for everyone to use - all artists and community members across the region."
The centre will include: three studios suitable for arts workshops, meetings, singing and music groups etc, with the largest one also suitable for dance classes a gallery-exhibition area with highway frontage associated car parking at rear.
"The new building, together with our recent extensive work on the Memorial Hall (Kinema) next door will consolidate and enhance this area as Narooma's Arts Precinct," Mrs Bourke said.
"Both are on community-owned land held in trust for the community and managed by Narooma School of Arts on the community's behalf."
