On Tuesday, January 14, he said everyone had been "smashed" by the bushfires and gaining financial support hadn't been easy.
"Our farms, industries, small businesses, tourism operators ... everyone has been smashed," Mr Constance said.
Mr Constance said his number one focus was: "getting people fed, putting roofs over heads and cash into people's pockets."
"I have to be honest, it's not flowing yet," he said.
"There seems to be this stop gap.
"Whether it's welfare agencies, bureaucracies - we have to make it easy for people."
Mr Constance said he would put pressure on "wherever we need to, so locals are getting that support".
He urged the wider community to help by donating to bushfire appeals in the Eurobodalla Shire and Bega Valley Shire which were launched this week.
Eurobodalla Disaster Relief Fund
To assist people in Eurobodalla impacted by the 2019/20 bushfires, donate to the Eurobodalla Disaster Relief Fund. All donations to this charitable fund will be used solely to assist those affected by fires.
