The council's administration building at Moruya will open to the public with additional safety measures for staff and customers from Monday, June 1.
The council said while the front doors are open, there were changes.
Residents were encouraged to continue doing business with council over the phone or online and avoid visiting if possible.
General Manager Dr Catherine Dale says whatever you do, call 4474 1000 first.
"That way our customer service staff can determine if we can help you over the phone or online, saving you a visit," she said.
"If you're coming to see a particular staff member, please phone them first as they may be working from home and not available in the building."
Visitors would be asked to sanitise hands on arrival, not touch the counters, and stand behind lines marked on the floor.
Payments by card are preferred rather than cash. Clear screens would shortly be installed on the counters as a further safety measure.
For now, only one duty officer will be available between 10am and 3pm each day for development enquiries at the front counter.
Development assessment planners, surveyors and engineers will not be available for in-person counter enquiries.
