At 10am, farmers in low-lying areas north of the Moruya River were warned to move plant and stock to higher ground as floodwaters rose.
At 2pm, acting unit commander Lloyd Jones said sandbags were prepared at the Eurobodalla Shire Council depot if the situation worsened.
However emergency crews hoped the retreating tide would lessen the risk to the Moruya CBD and surrounding areas.
Mr Jones said the Moruya business community had been warned and was on alert.
"We have been out door knocking," he said.
"Residents on the north side of the river have been warned.
"We have a bank of sand bags which are ready to go at the depot.
"We are ready, but hope it won't be as bad as predicted."
Mr Jones said SES had taken advice from the council and flood experts and while the situation was uncertain, "we are not expecting the water to peak any higher".
Eurobodalla Shire Council Road has announced the following road closures in Eurobodalla at 12pm Sunday:

SES recommends those likely to be impacted by flooding:
- Consider collecting essentials in a waterproof bag: food, water, warm clothes, medications, valuables, important documents, toys for children in case you need to leave.
- Keep pets close by, always know where they are.
- Clean up yards and secure moveable objects such as trampolines, BBQs and outdoor furniture.
- Farmers and businesses are encouraged to move pumps, animals and equipment to higher ground in case roads close and organise for sufficient stock feed and water for your animals. Also move poisons, waste and chemicals to high storage locations.
- Builders and construction site managers are reminded to prepare sites before the rain, and monitor and manage sediment.
- Check on your family, friends and neighbours and share this information.
- Safety is your highest priority - never drive, walk or play in flood waters.
