Victorian Premier Daniel Andrews said an announcement on regional lockdown would be made "later this week," with discussions to be held today and tomorrow.
"There won't be hundreds of people inside, it must be more modest than that, the last thing you want is more virus spreading and going back into lockdown," he said.
Victoria recorded 246 new COVID cases for the second day running on Tuesday, with only 90 of those linked to current outbreaks.
Of today's cases, 214 were in eight local government areas.
- 97 cases were recorded in Hume, where 48.2 per cent of people have had their first dose of a vaccine
- 31 cases in Moreland where 54.7 per cent of people have had their first dose
- 23 cases in Whittlesea where the vaccine rate is 49.8 per cent
- 17 cases in Wyndham at 58.5 per cent
- 15 caces in Hobson's Bay at 61.4 per cent
- 13 cases in Darebin at 54 per cent
- 11 cases in Brimbank at 51.5 per cent
- 7 cases in Melton at 53.7 per cent
The numbers come off the back of 43,858 test results received on Monday.
It brings the state's total number of active coronavirus cases to 1786. Of those, 273 are between the ages of zero and nine, 284 are aged 10 to 19, 456 in their 20s and 284 in their 30s.
There are now 110 Victorians in hospital with COVID-19, 30 are in intensive care and there are 14 on a ventilator.
It comes as Victorian Premier Daniel Andrews said there was a person as young as 17 on a ventilator.
"Anyone can fall ill to this," Mr Andrews said.
"Anyone can become seriously ill to this virus and that's why we all have to work so hard and that's why it's so impressive so many Victorians are doing the right thing to limit the spread of this virus."

About 32,300 vaccinations were also administered at state-run clinics on Monday, bringing the state's total to 2,643,019. It means 61.4 per cent of first doses have been administered across Victoria.
Victorians made about 59,000 vaccine bookings yesterday, with 7,000 priority bookings for senior students.
Premier Daniel Andrews said another 40,000 vaccinations would be added each week in the race to reach the national target of 80 per cent.
