Officers pulled the man over, driving a white Mazda ute, near Wilberforce in the NSW Hawkesbury region for a random breath test (RBT) and asked to see his licence.
The man pulled the licence from his wallet and handed it to police.
But police said the officer "felt an object attached to the back of the licence".
"To [the officer's] surprise and to the driver's dismay, police found stuck to the back of the driver's licence, a clear resealable bag of white powder," police said.

The driver admitted the substance was cocaine but said he hadn't used the drug since New Year's Eve, police said.
Drug and alcohol testing of the driver provided negative results.
The driver said he had put the cocaine in his wallet after New Year's Eve celebrations and had forgotten about the bag until he handed it to the officer.
Police said the man was "somewhat sheepish and disappointed with himself".
He was given a field court attendance notice and is expected to appear before Windsor Local Court in March 2024.
