A "fake terrorism plot" in Dural, an arson attack on a childcare centre in Maroubra and offensive graffiti spray-painted around the NSW capital were among the crimes allegedly "concocted by criminals who wanted to cause fear for personal benefit", AFP Deputy Commissioner Krissy Barrett said.
Police said the ringleaders, living in Australia and internationally, had not yet been arrested but 14 people who were connected to the string of attacks had been charged on March 10.
"None of the individuals we've arrested during [Strike Force] Pearl have displayed any form of anti-Semitic ideology," NSW Police Deputy Commissioner David Hudson said.
"However, the threat to the community through the use of arson and the presence of explosives was very real," he said.
Strike Force Pearl was launched at the end of 2024 to investigate religiously motivated arson attacks and offensive graffiti across Sydney's eastern suburbs between October 2024 and February 2025.
Police said "unwarranted suspicion was directed at other communities" as a result of the attacks.

NSW Premier Chris Minns and Minister for Police and Counter-terrorism Yasmin Catley thanked investigators for "dogged, round-the-clock police work" in a joint statement.
"There is no mistake that these acts have wrought fear and anxiety in our Jewish community and we will not tolerate this, not now, not ever," the statement said.
'Criminal con job' in Dural
A caravan, packed with industrial explosives and anti-Semitic material, was left beside a property in Dural in northwest Sydney for 12 days, police said.
It was discovered by a member of the public on January 19 and a major investigation was launched.
The suspected terror plot, using 40-year-old explosives, was discovered to be a "criminal con job", Deputy Commissioner Barrett said.
Tip-offs received by police were allegedly fabricated and the plot was found to be an "elaborate scheme contrived by organised criminals domestically and offshore", she said.
"Almost immediately, experienced investigators within the joint counter-terrorism team believed that the caravan was part of a fabricated terrorist plot, essentially a criminal con job," Deputy Commissioner Barrett said.
"This was because of the information they already had, how easily the caravan was found, and how visible the explosives were in the caravan," she said.
"Also, there was no detonator.
"Today I can reveal that the caravan was never going to cause a mass casualty event, but instead was concocted by criminals who wanted to cause fear for personal benefit."
