What's inside the new hate speech and gun reform bill

* Prime Minister Anthony Albanese has announced a national day of mourning for the victims of the Bondi terror attack will be held on Thursday, January 22

* Flags will be flown at half-mast in all Commonwealth buildings around Australia

* A draft bill aimed at addressing hate speech and reform gun laws following the massacre that killed 15 and injured dozens more was also released 

* An inquiry into the bill will be held on Tuesday

WHAT'S IN THE BILL

* The legislation strengthens offences relating to publicly displaying prohibited symbols and expanding what counts as a hate symbol, including those used to identify prohibited hate groups

* It defines a hate crime as causing or threatening serious harm to a targeted person or their property, or killing them, because of their race, national or ethnic origin

* Courts will be required to treat offences as more serious where the conduct is motivated wholly or partly by racial, national or ethnic hatred

* The bill introduces an aggravated offence where religious officials, spiritual leaders or pastoral figures commit existing extremism-related crimes, with a penalty of 12 years in prison

* It proposes new offences including directing the activities of or recruiting for a prohibited hate group which carries 15 years jail, and being a member of a hate group which carries seven years in prison

* The draft laws also explicitly links a new national gun buyback scheme which will tighten background checks, expand intelligence-sharing with ASIO and impose stricter import controls on high-risk firearms
