Smith and Nolan put the game away in the first half with a series of searching runs, and were backed up by a stout defensive line.
The Bulldogs scored the first two tries of the match, before Narooma hit back through Rogue Constable.
However, the Dogs added two more tries in the second half to jump out to a match-winning 14-point lead.
The Devils hit back through a wonderful try to Shamiyah Kay-Hammond, but it wasn't enough as the Dogs held on for a 10-point win.
Despite finishing second on the ladder, Merimbula-Pambula beat the minor premiers twice in the finals for a well-deserved premiership.
