Deputy Premier John Barilaro explained there was a system in place to authorise construction workers to perform their work outside their local government area (LGA).
For construction workers who live in areas of concern, such as Greater Sydney, they must register for travel and meet COVID-19 testing requirements before visiting the coast.
Some workers were also required to have a COVID-19 vaccination before they can continue to work.
"There are a level of conditions, restrictions and parameters that protect those regions," Mr Barilaro said.
Mr Barilaro said Sydney trades were not chosen over local trades without reason.
He said some construction sites required expert fields and were deemed necessary to outsource trades.
Workers from a list of different industry sectors can apply to work outside their LGA.
The community feared the authorisation of these workers could bring further cases of COVID-19 to the coast.
The community expressed concerns over two Sydney-based companies building the Bay Pavilions at Batemans Bay and Bega TAFE.
The Eurobodalla Shire Council said the Bay Pavilions' construction company, ADCO, was adhering to restrictions.
"ADCO has implemented strict COVID-safety procedures to ensure all workers are adhering to the NSW Government Public Health Order," a council spokesperson said.
"Council is mindful of the severity of this situation and will continue to enact all relevant restrictions implemented by the NSW Government."
St Hilliers, the company building the Bega TAFE trade hub, was approached for comment but did not reply.
